This is a brand new with untouched and original hang tags romantic mid length tutu, the layers are all tulle and chiffon, 4 layers, soft feel. The top skirt length on the  small child is 22", the longest length romantic tutu Wolff offers.
You can put these over any leotard and have a ballet costume, this is the 4919 from Mainstreet and it retails for
in the adult sizes. The model is showing it over a leotard which I am not offering.
