    This item is brand new and manufactured by Wolff Fording but was a sample of some sort and that may be indicated on the internal size tag.  It is a Wolff Fording's royal blue There is a black 2 inch velvet ribbon accent on the entire top layer of this 4  layer graduated tutu. Fabric is organdy so it is stiff but soft. This item of course matches everything from Wolff Fording in royal blue but it is stunning with black velvet. This tutu retailed for and is perfect.
